During the middle of the eighth decade of the twentieth century the AIDS epidemic began with sporadic outbursts across the globe. By the turn of the century most of the third world countries were reaching infection rates of twenty-five percent and higher. Humanitarian aid organizations were just beginning to make a dent in the havoc caused by the virus via pharmaceutical therapy combined with good old fashion compassion, when PAV (Pulmonary Atrophy Virus) struck Eastern Europe. On December fifteenth of 2006 thousands of European citizens with respiratory complaints, within three days many of the hospitals were over-filled and reports of workers not showing up for their jobs had reached four million. The first of an unimaginable wave of patients began to show up at the hospitals in major US cities the week of Christmas. The turn of the year, 2007, Europe with martial law enforced, 20,000,000 dead bodies and the streets around all hospitals lined with a lethargic swarm of suffocating PAV infected people, and a continuous barrage of phone calls from those unable to even get to the hospitals. The US was contemplating a ban on all travel, while hospitals throughout Asia, Africa and South America were beginning to receive patients with the same respiratory complaints and Australia had closed its borders to all incoming travel.
The international fatality count had reach 450,000,000 in June of that year, when the worst virus hit, Progressively Encompassing Neural Synapse Inhibition Virus. This was the most hideous disaster of them all. The ability of the virus to spread amazed and confounded the scientific elite. The effects of its progression left babies forgotten in their carriages and strollers, the elderly without the services they depended upon and hordes of homeless wanderers, amidst streets of empty houses. The population of the planet was estimated at one billion at the end of 2008.
Manfred Olsen invented the Molecular Identification Scanner in the fall of ’08, to further the study of frozen tissue from victims of both PAV and PENSIV. The United States government quickly discovered the preventative possibilities this device afforded. The Pentagon was quick to design and build the first Monthly Molecular Identification Center at the center of Washington, D.C. It was a simple task, with the entire world under some form of deteriorating martial law, to encircle the Capital with a military blockade and implement the local enforcement of the rapidly passed Constitutional Amendment mandating the monthly testing of all citizens for terminal viruses. Failure to comply, once the local Monthly Molecular Identification Center was open, was deemed violently treasonous and carried the penalty of being place on the list of the Federal Test Enforcement Agency, sharpshooters order to shoot offenders on site.

There are some who'd say that this would be a good thing for humanity ... in the long run.

They'd probably be the first ones to sign up for the sharpshooter jobs.
